The Permanent Secretary/Secretary to the Judiciary, Dr. Pius Bigirimana, this afternoon hosted a delegation from the United Nations Office on Drugs and Crime (UNODC) led by Ms. Sharon Lesa Nyambe, Head of the UNODC Uganda Office. The courtesy call aimed at reaffirming UNODC's longstanding partnership with the Judiciary and offering Ms. Nyambe an opportunity to formally bid farewell as she concludes her service.

In his remarks, Dr. Bigirimana expressed deep appreciation for UNODC's continued collaboration with the Judiciary, noting that their interventions have strengthened institutional capacity, improved service delivery, and supported critical justice sector reforms.

He emphasized the importance of proper planning, prioritization, accountability, and a positive attitude toward work, stressing that these values are essential for achieving tangible results.

“We must ensure we are accountable to the citizens who pay taxes, and that accountability must be demonstrated through visible outputs. Our attitude determines the quality of our work,” he said.

Dr. Bigirimana encouraged development partners to embrace creativity, innovation, empowerment of others, and consistent reward for performance. He underscored the need for teamwork, harmonization, and synergy among institutions to advance national development goals and enhance the effectiveness of partnerships.

Drawing from his book Unchained, he urged the delegation to maintain conceptual clarity, cultivate the ability to diagnose societal problems accurately, and adopt a positive mindset in service delivery. He pledged the Judiciary's continued collaboration with UNODC and wished Ms. Nyambe the very best in her retirement.

On behalf of UNODC, Ms. Nyambe expressed gratitude for the support accorded to the organization throughout her tenure. She particularly commended Dr. Bigirimana for his role in reforming UN agencies partnering with the Judiciary, noting that his leadership has contributed to more efficient and impactful program implementation.

Ms. Nyambe also announced that UNODC is set to launch a new programme titled “Promoting Accountability, Integrity and Transparency in Justice – Uganda”. The initiative is designed to strengthen accountability mechanisms and improve justice service delivery for Ugandan citizens.

As the engagement concluded, Dr. Bigirimana presented Ms. Nyambe with three of his authored works, Abundance Mentality, Unchained, and Corruption: A Tale of Wolves in Sheep’s Clothing, as a gesture of appreciation.

Also present at the meeting were Ms. Alejandra Euceda, Programme Coordinator, and Mr. Timothy Etiang, Associate Programme Coordinator.
